- Centralized Healthcare Management: A core Hospital Management Information System (HMIS) was needed to centralize patient records, appointments, billing, inventory, and other critical healthcare operations across multiple facilities, ensuring a single source of truth for patient data.
- Seamless Connectivity & Performance: Ensuring reliable, high-speed network connectivity across geographically dispersed healthcare facilities was crucial. The network needed to support real-time data access, high-bandwidth applications, and video consultations without latency, even in remote clinics.
- Robust Data Security & Privacy: Protecting sensitive patient data (PHI) and ensuring strict compliance with healthcare data privacy regulations (such as HIPAA-like standards) was paramount. This included robust cybersecurity measures to prevent unauthorized access, data breaches, and cyber-attacks.
- Scalable and Resilient Infrastructure: The solution needed to be highly scalable to accommodate the vast and growing population of Mumbai, capable of integrating new healthcare facilities and services. It also required built-in resilience to ensure continuous operation and minimize downtime.
- Efficient IT Management: The municipality required centralized tools for managing all IT assets, from edge devices to software applications, to streamline operations, reduce manual effort, and improve troubleshooting capabilities.

Solution from Niveshan: An Integrated Digital Healthcare Ecosystem
Niveshan designed and implemented a comprehensive and integrated IT solution for the Mumbai Municipality, leveraging a combination of cutting-edge software applications, robust network infrastructure, and cloud services.
- HMIS – Core Application: At the heart of the solution was a centralized Hospital Management Information System (HMIS). This core application integrated various healthcare workflows, including patient registration, electronic health records (EHR), laboratory management, pharmacy management, billing, appointment scheduling, and inventory control, providing a unified platform for all healthcare operations.
- SD-WAN Central Application & Controllers (for DC & DR): To ensure seamless, secure, and optimized connectivity across all healthcare facilities, Niveshan deployed a Software-Defined Wide Area Network (SD-WAN) solution. Centralized SD-WAN controllers at both the primary Data Center (DC) and Disaster Recovery (DR) site provided intelligent traffic routing, application-aware prioritization, and enhanced security for all inter-facility communications. This ensured high performance for critical HMIS traffic and resilience against network outages.
- Centralized Enterprise Management Software (EMS): A comprehensive EMS was implemented to provide a single pane of glass for monitoring, managing, and configuring all network devices, servers, and applications across the municipality’s healthcare IT landscape. This streamlined IT operations, enabled proactive problem identification, and facilitated efficient patch management and configuration updates.
- Enterprise Anti-Virus: A robust enterprise-grade antivirus solution was deployed across all client edge devices and servers to protect against malware, ransomware, and other cyber threats, ensuring a secure computing environment for healthcare staff.
- Client Edge Devices: Niveshan provisioned and configured a wide range of client edge devices, including desktops, laptops, and specialized medical workstations, ensuring they were optimized for HMIS access and integrated securely into the network.
- Network Bandwidth: Niveshan facilitated the procurement and optimization of dedicated high-speed network bandwidth connections for all healthcare facilities, ensuring sufficient capacity for data transfer, video conferencing, and cloud access.
- Cloud Hosting (on MeitY Empanelled CSP): The entire HMIS and associated applications were securely hosted on a MeitY (Ministry of Electronics and Information Technology) empanelled Cloud Service Provider (CSP). This provided a highly scalable, available, and secure infrastructure, ensuring data residency and compliance with government norms.
- Cloud Data Migration: Niveshan executed a meticulous plan for the secure migration of existing patient data and operational records from disparate legacy systems to the new cloud-hosted HMIS. This involved data cleansing, validation, and phased migration to ensure data integrity and minimize disruption.
- Training: Comprehensive training programs were conducted for thousands of healthcare professionals and administrative staff across all facilities. This included hands-on training for using the HMIS, understanding new workflows, and adhering to data security protocols, ensuring high user adoption and proficiency.
- Operations & Maintenance (for Edge Devices & Software Applications): Niveshan provided ongoing operations and maintenance services for all deployed edge devices and software applications. This included proactive monitoring, troubleshooting, patch management, security updates, and technical support, ensuring the long-term stability and performance of the entire healthcare IT ecosystem.
